Review of Meeting Minutes:

Arpad asked for any comments or corrections to the minutes of the March 29th
meeting.  Curtis moved to approve the minutes.  Michael seconded the motion.
There were no objections.

New Discussion:

BIRD213.1 draft 21, PAMn:
Arpad shared draft 21, which he had emailed to the group.  At the previous
meeting, the group had decided to allow the use of the legacy PAM4_Mapping with
the new PAMn parameters in the case when n=4.  Because of this, Arpad had asked
if we needed to embellish the sentence:

   Note, however, that the PAMn parameters do not specify encoding because that
   is expected to be taken care of by the EDA tools.
   
to state instead:

   Note, however, that the PAMn parameters only support PAM4_Mapping when
   Modulation_Levels is set to 4.  For other Modulation_Levels values encoding is
   expected to be taken care of by the EDA tools.
   
Arpad had actually removed the sentence altogether in draft 21, but he asked
for comments.  Randy said he thought we should keep something like Arpad's new
statement.  Ambrish said that the EDA tool is always responsible for carrying
out the encoding.  It provides the list of options to the user, and in the case
of PAM4 the model maker can use PAM4_Mapping to enumerate the valid options.
Ambrish said we shouldn't bother emphasizing the fact that the PAM4 special case
is available.  The important point is that the EDA tool provides the encoding
functionality.

The group spent most of the hour trying to hash out precise language for this
point.  Arpad captured the results in a new draft 22.
